Difficult choice about my Technical Director

I dont know whether or not to stick with my current techincal director or to change to the other guy who I have sent an offer to. The two links below are the tech directors

Kelly is a slightly higher level, ie nearer to 9 but I've never found the td to be useful so I autosign them for 1k

The Technical Director doesn't add much to the team to be honest, you might just as well auto sign one. Same for the Commercial Manager.

The two important ones in the staff are the Chief Designer and the Doctor.
