It does notify you, it tells you exactly how many xp is required until you reach the next level, you can then easily tell how many races it will take until you reach that level.
No it doesn't. No mail, no pop up nothing. I've very well aware of how to check it but I shouldn't have too. A simple mail saying you have leveled up blah blah now it's time to do some upgrades
