What is the minimum amount of managers needed in any given tier for the race to be active? I honestly can't remember.

Hello,

For a race to start, it needs a minimum of 2 teams. This is irrespective of whether it is a 1 or 2 car league. 

It is worth noting that one tier not hitting the 2 team criteria does not stop other tiers from racing.
