I cannot upgrade my headquarters. I have managed to get as far as level 9 and since have not been able to go any further.

You have lvl 9 account, so you can't upgrade your headquarters to lvl 10 and higher.
When you reach lvl 10, you will be able to upgrade hq to lvl 10.
