Sponsors target staying the same for a very long time. Before it would change regularly.

What happened instead?
If I meet the target or not it is always the same.

I don't think that it is a bug...

So some permanently have Finish 2nd or higher and others permanently have finish 13th or some other permanent target is normal? The target is never changing now.
Seems a bit unfair ?

To change you need to sacrifice a race by not setting up then your next target will be really easy.
