Can someone please explain it to me.
I understand with the transition to the new game, if you had a higher car in the old game you were given more design points in the new game to make up for it. That part I understand fine.
What I don't get is the upgrading of facilities and how design points are given. So right now my design is level 10, and I earned 10 design points in my last race. Does this mean I am stuck at my current level of design earning only 10 points per race until I upgrade to level 11? I am currently upgrading the design facility to level 11, but it says there is 5 days remaining.
I am assuming here that the higher your design facility level is, the more design points you are given per race? Once I reach level 11 does that mean I earn 11 points per race? If so, doesn't that mean higher levels simply have much more of an advantage or that people who pay to upgrade everything to their maximum level instantly will have a huge advantage for months or even years over free users until the free users manage to catch up with upgrading? Or am I missing something here?
How do I possibly catch up to someone who has a higher car than me right now if I only earn 10 points per race if they are say level 15 earning 15 points per race, or would would a level 10 manager ever compete with a level 20 manager if the level 20 manager has all level 20 facilities?
It's confusing me a bit. I'm not sure how you can upgrade everything to stay competitive without spending lots of money to upgrade instantly, but then even if you do upgrade you're still worse off than someone who is a higher level than you right?

Also the manufacturing? My manufacturing level is 10, earning 10 parts per race.
After my race last nights race it only took 6 parts total to repair my two cars, so what is the point of upgrading these facilities at all?
Are you ever going to use 20 parts per race if you repair your car every race? I am not sure I see the point here, unless I am missing something again.

Well, that sounds like an improvement. I guess the question remains is really how dynamic it will be. If it will still take months or years for a level 8 manager to be able to compete with a level 20 manager out of sheer principal, it's still no solution to the current problem.
It doesn't really fix the problem from the get go, it just speeds up the process.

Dynamic XP and a good spies system I'm confident will resolve car levelling issues.
The new spies system doesn't have to and won't look anything like the old one. Who is to say it doesn't just give you X design points (enough to catch the team spied on)? There are endless possibilities because we are writing it from scratch. It doesn't have to be limited to one component or related to the old system at all.

Well kind of, but it doesn't help the facilities or drivers. Even if you make your car equal and have worse drivers, it just isn't fair game. But I guess we'll wait and see what is eventually implemented before I can pass judgement.

@Artomy : I'm also worrying about all the level caps (design, boost, drivers) but I think we need to do an entire season starting with new design (4/7 at the start for all) to see the differences between teams.
