I'm sure I've read it somewhere before, but I've searched and cannot confirm... Does a short season make much real difference to a longer season in terms of long term development? For instance 16 races per season versus 24.

In a word yes.
Short seasons mean your start of season design is lower and you have fewer races in which to develop the car. This results in lower design throughout the season when you run shorter seasons.
The difference in starting design for a competitive Elite tier team (ignoring supplier modifiers):
15 races = 240 dp
22 races = 352 dp
Add to this approx. 35 dp per race (combined HQ derived dp and research)
15 races = 525 dp
22 races = 770 dp
So by season end
15 races = 240 + 525 = 765
22 races = 352 + 770 = 1,122
These are approximate values because they will depend on the level of your CD and TD, how effective your research is and your design HQ level.

Furthermore, these car dev stats are season by season. (unless I'm missing the bigger picture?)
I suppose I also meant driver development more importantly.

Car design resets after the final race of the season so the above approximations apply to every season.
Driver stats are cumulative, they never reset so season length has no relevance. Just keep on training every day but make sure you train well before the next race to ensure drivers have recovered to 100% health in time for the race.
