Special Ability Question

Question about special abilities  , if you have a driver with a rare skill compared to a common skill , will the rare driver do better in a race compared to a driver with a common skill ?

If they are the same special ability and all over things being equal then yes.  However, some special abilities are better than others.  

So if say you had 2 drivers with racecraft one a talent 30 with common and the other a talent 20 with uncommon you would expect the talent 30 to win unless they didn’t know how to race properly.
