Why are idle people able to develop cars faster?

I've been realizing this for a long time. I am developing the car each race based on the following race. I notice that I never get a good car. However, those who are not usually in approximately two races are able to go on to have a competitive car... or directly the best car.

Do you mean people who save design points in order to have better research? Cause that can be effective in having good car development
