I was wondering what the formula is for higher graded staff is, I will be upgrading to level 23 soon on staffing building but I've never come across staff higher then 5 star then when my manager level increases would result them dropping in quality.This basically means I would be wasting tokens on any staff until I hit level 30 as a manager.I feel it needs improving or am I too low level even at nearly 23.
For staff and drivers inside their HQs, 5 stars is the maximum that they can have - 5 stars indicates that the staff level is the same as the manager level. This is why, as you level up, the number of stars decreases.
It is possible for drivers to have more than 5 stars through training, however.
In relation to it being a waste of tokens on staff until L30, that isn't entirely true in my opinion - it will take dozens of races to progress between each level (especially levels 20+), so buying new staff each time you level up gets increasingly worth it the higher you are.
As your manager level increases, it takes longer to progress to the next level.
