How should you go about upgrading your headquarters? I've been told to upgrade your Design and Tech but at what level should I put my focus on something else?

Personally I would always be looking at Design and Tech as the first two so I can stay competitive in race. The only time I would stray from this is if I am running out of parts, in which case the priority of manufacturing increases.
As you level up the, gaps between levels will increase and you will have more time to increase the other 3 and begin to catch up.
Around L21-23 you might want to start upgrading your youth academy if it isn't maxed already as that is when you start having a fair chance of a T30 driver spawning there.

Red is right as usual. Still, here's a further brief overview touching on the areas he didn't mention with a little more detail.
Design and Technology are always important to have as strong as possible, as they directly impact your ability to win races.
It is crucial to have Manufacturing matching the parts you consume per race, else you will waste tokens on hugely overpriced parts in the shop. There is no use for it to be above this level though.
The Simulator is a handy extra to help your driver training - however this is secondary compared to the former three.
The YDA/Youth academy is useful from around L22+ when it can generate T30 drivers consistently for you to use.
The Offices are now nearly useless until you reach level 30 as the token cost of staff isn't worth it when you are still leveling up.
In conclusion:
Manufacturing (low level) + Design + Technology
Simulator
YDA
Manufacturing (high level) - almost useless
Offices - almost useless

With respect to your level, I would focus on developing the Technology HQ first and upgrading your DRS and KERS.
This will provide the best short and long term benefit. You won't be competitive with the higher level managers until your level catches up with them overtime.
Upgrading the Design HQ can wait until you've maxed out your Technology HQ, because you can make up any gap in car design by wisely researching where the biggest gaps in car design exist (or whatever is your preference to research).
This way, you can protect how far down the rankings you'll fall in the Elite tier and avoid relegation when you haven't scored any points.
