Looking for a league with managers under L23

Does anyone know a league where most managers are below level 22 or 23.

I am level 20 manager and most of the players in my league are above level 24. So 95% of the races I dont even get in the top 10. So im looking for a league where i can compete

If you want to level up, the fastest way is to play against higher-level managers, and don't look at your finishing position until you are in a competitive position. It is more beneficial for you to race against better players in the longer run than to race against managers closer to your LVL because you gain the same amount of XP as the best managers in your league. (I'll link the URL to the thread with this chart down below). For context, I'm LVL 16 racing against LVL 27 drivers and only working on upgrading my headquarters so that one day, I will be competitive. But if you don't want to listen to me, I get it.
