What did you try to do?
So I was in rookie league and fired both my CD and TD and hired 1 star ones to save some money for 7-8 races out of 22.
What happened instead?
Now the pro league started and I discovered that my car got extraordinarily low design points. It's like my previous CD didn't bank up any DP's. My neutral attributes started at 16. They should have been at least 30 because i surely had 5 star CD for at least 15 races (15x2) plus some extra for the 1 star CD for the remaining season.

Hi Tony, this is not a bug but an intended game mechanic.
You got promoted at the end of last season. The design for teams that are either promoted or relegated are reset as if they had just joined the league in the break between seasons. This is to ensure teams that promoted don't have a weak design and those that are relegated don't have an overpowered design when they start their season in the different tier.
When you join a league between seasons your design is based on the number of races in the previous season, the star rating and strength/weakness of the CD that is active when you join.
So effectively you joined the league / pro-tier with a 1 star CD and for this reason your start of season design was very low. You could have fixed this during the season break by employing the CD you now have and leaving / re-joining the league.
Unfortunately the season has now started so it is too late to do anything about it.
