I've levelled up to 3 with a new team but when I search for new drivers or staff they are all still capped at 2. It's been over 24 hours since I levelled up and still no change.
I have seen the same with another of my teams where I am now level 10 but can only bid on level 9 staff/drivers.
Is this a bug?

Well, it's drivers and staff below the level cap which show up, so it's anything up to 10.00, which is why it will be very rare to see one that is exactly level 10 and you'll be far more likely to see something like 9.95 as the maximum, except in rare cases.

I understand that but with regards my level 3 account it just doesn't sit right.
If I search for staff the 4 star (maxed) are only 2s across the board and not 3s. When I look at the staff they show a rating of **** (2) and not **** (3). I don't think the search has levelled up, none of the staff have 3s. At this low level I would expect to see quite a lot of 3 rated attributes but I don't.

Having looked at my level 10 account I think I get it now. I thought 4 stars was the max but 5 is. The (x) is the level of the staff member and not related to my level.
If I want 3s or 10s across the board then that would be a 5 star maxed.

That's right, and if you see any above your level (e.g. 4 or 11 for example) then they will show with 5-6 red stars indicating you can't hire them.
