I am consistently having the same issue. I play via app on android btw. 

I get to the last lap, like today lap 57/57 begins, i have easy enough fuel (over 3l today) and i fail to finish the race.

Can anyone explain? I guess I am misunderstanding something. From my point of view, it seems as if the last lap isnt actually the last lap.

I previously thought maybe the lap counter is based on the lead car. So it turns over the laps when #1 goes through, so maybe im misunderstanding how much of the race is left?

It is based on the lead car, so if you are 30 seconds behind the leader it would show lap 57/57 half a minute before you enter it.
If you continually have issues with fuel levels, I'd recommend just adding a handful of litres to the estimated fuel for the race (Fuel × Laps). Over time you will be able to figure out how fuel usage is impacted by higher or lower push levels and use a more accurate estimate.

Okay, thanks. I generally add 3 or 4l more than the estimated fuel needed. But obviously use high push if i have enough/too much. 

But hopefully that explains it. Thanks.

You race in a 100% league, so 3 litres is unlikely to be enough of a safety margin at full PL5.

As an example, 100% Hungary with FE50 would require 134 litres at PL3 (practice lap PL) but if it's cold you could well be running full PL5 for the entire race which would require 139 litres. 5 litres more than if you calculated using practice data.

Obviously shorter race distances are less of a problem, + 3litres would be enough for a 50% race.
