In order to stop tech savvy managers using scripts to hoover up all of the good drivers, a change was made so that drivers and staff can only be purchased through transfer auctions.
One exception to this is drivers and staff that have already been a member of your team - these will still be able to be purchased outside of an auction.

Hello,
If the driver is put onto the auction house, you should be able to buy them through their link, even if they've never been a part of your team.
However, when free agent drivers go onto auction, is random, so it could be a long time until you're able to buy them.
