Here some help the To do list
1. Manufacturing (Level 4 Max until they increase wear rates)
2. Simulator
3. Design
4. Offices & Hospitality

First season you are learning what does what, you don't need to worry about where you finish. Just build up the headquarters as you level up in preparation for next season.

To quote one blog post I did on this question:

"Any manager joining the game is level-capped and has to race to earn XP and unlock higher levels. This progress cannot be bought and it prevents any pay-to-win scenarios. For example, even if a new manager spent £1,000,000,000,000 on tokens, he would not be able to reach the same level as another manager who played for two weeks and spent nothing. That is because you can’t raise the level cap with tokens, only accelerate some items up to the level cap, which is experience-limited."
