You can only buy drivers at the same level or lower than your team. You are currently only Level 5 so I assume it's a typo and you require a driver with Talent 20 or higher. I'm not sure a T20+ driver would be a low enough level for you to purchase right now.
As for the cost, it will be whatever the game decides.
Keep your eyes open for Legendary driver deal as you level up.
