Improving Morale

How does one go about improving staff morale? In the old version, if you did well, you saw morale move up. I understand "offices and hospitality" have an influence. But I've won a good few races this season and leading the championship (at this stage) yet my TD's morale hasn't budged. Is he just a fussy bastard or what?

For staff it is only improved by improving the offices & hospitality at this time.

i had a training of one of my drivers today, that resulted in +1 Morale.

So my question is, have i to train the morale of my drivers or should it be directly affected by the offices & hospitality?
