Hello I noticed my staff were 5 and half stars and after, 5 races it decreased to 3 and half, I could undestand this could be for a bad results on the races between (14-11), but I don't know why they go down a lot.

Hi Jose, The stars are only a rating relative to your level. As you level up the stars go down. Also, you should have received a mail about the recent change which would have decreased the star rating: http://igpmanager.com/?url=forum-thread/5789

Is there a reason that every CD i see that has 4.5/5stars has TALENT 5 then experiance and morale usually 20. But talent is always 5

Are Staff dropped by higher level teams that have maxed stats 5 /20 /20 .The teams Leveled but the Staff will be stable.
