League full issue

A couple of punters have said that they have tried to join the league but that they get a 'league full' message, yet there were 6 spots available in Pro ( they are level 18 and the other one i can't remember), and i think at the time a few spots left in Rookie (i think they were level 5 or 6 or so). 

Why would this be when others have joined with no issue? 

The recent one that mentioned it yesterday or the day before was in my league 2019-2020 and no other since then by the looks of it. The first one to mention it i can't even remember who it was but they were low level Rookie.

Ah I see, is there a way for me to drop down back to Pro? I'm probably not competitive with the elite tier at the moment. Thanks for clarifying.
