You cannot add AI teams in iGP Manager. All teams are managed and maintained by real managers and not by Artificial Intelligence.
To increase the number of players in your league, try advertising it on the
Leagues and Events subforum or by using the "Invite to League" feature within your friends list. This may help to attract new managers to your league and give you the opportunity to race.
