I didn't know which assistance forum this belonged in, so I just flipped a coin.

Whenever I try to purchase any amount of coins, the payment gets declined, either through PayPal OR Stripe. Any reason for this, or could it be something with my bank?

I haven't heard of this happening before. Are you using a credit or debit card? Which bank are you with?

PayPal only declines a transaction if your account is in the red.
Even if you have only 1pence in your bank account it will allow the payment because it takes it 4days to clear in your account.

Double check the card info you entered if your sure you have the funds. I would suggest

It's a debit card, but I can use it as either. I'm with a local bank, too. Since I'm in the States, could there be an issue with USD to GBP?

EDIT: Yes, I do have the money. I've checked it, as well. I got a new card recently and changed the information on my PayPal, but even then, it still gets declined.

You changed the info on PayPal.
Did you confirm the card after updating the security code?
Banks post out new cards a month early, is the the new card active?

Activate a new card by using an ATM for the first time thus disabling the old card.

To help protect your account, PayPal uses a complex screening process for card payments. This helps prevent lost or stolen cards from being used in our system. On rare occasions, the screening process affects valid cards.

A card might also be denied if:
The card issuer is having technical problems that prevent authorisation of a transaction.
The card issuer sees a charge that doesn’t fit your normal spending patterns and blocks the transaction to protect you.
You’ve inadvertently exceeded the limit on your card.

If you know that your card is valid but your payment doesn’t go through, you might want to:
Contact your card issuer directly. Ask why your card was declined, and whether you can still use it. If you can still use your card, please try your transaction again.
Pay securely online using your bank account. You can link your bank account to your PayPal account in just a few minutes. The merchant never sees your financial or other personal information.
Add a different card to your PayPal account.
