I don't think the OP is asking to set fuel level to 2 decimals, he's asking for fuel usage per lap to be displayed to 2 decimals during the race.
It might be useful to know, particularly in no refuelling races if your fuel load is marginal meaning you need to manage PL to conserve fuel. 0.04 litres per lap over 10 laps is 0.4 litres, it could make the difference between finishing in the points and not finishing the race.

An example happened to me the other day: during practice I got 1.55 fuel use.
In the race, at Push 3, I was at 1.5 fuel use, so I maintained that to find I was more than a litre short with 20 laps to go. So I dropped to Push 1, and it was still showing 1.5 fuel use.
It seemed like at Push 3 the 1.55 rounded down, and at Push 1 it must have rounded up? But either way, having two decimal points would alleviate this issue a bit.

Sorry, unclear answer. I agree it would be a nice feature to have, but meant to speculate that the reason the Devs haven't already made the available could be to combat data gathering and disincentivise 'spreadsheet managing', as some have already achieved. That said, I've no true idea ?
Possibly, but if anything, this would heighten the use of spreadsheet managing because it will include more accurate data for fuel use. The only thing it really means is that there are more 'unknowns', and it's up to you to work it out. Admittedly, I could have caught the fuel-use earlier, but I don't have the luxury of monitoring every race by the minute/second sometimes.
And I don't imagine there being a 'technical' reason for not doing this, if anything the race should have a more precise value for fuel use.
