I've had a look at your race results and I think the explanation may lie in the timing of the rain.
I see that all cars qualified on dry weather tyres but started the race on Inters which suggests the rain began during qualifying.
My guess is that the pole position car was the first to set a qualifying lap when the track was still dry but the other cars qualified after the rain had started. This would account for pole position being 0.7 seconds faster than P2.

I have given you a possible reason for qualifying discrepancy but trying to understand the outcome of a 100%, 55 lap race is not really possible because there are so many variables.
Looking at the race data, he hardly went flying during the race. For most of the first stint the winner was only a little over a second ahead of P2, just enough to be out of DRS range.
There are so many variables to consider... Is the league online or offline, how many laps was it before the water became deep enough for DRS became disabled?
When DRS was enabled, did was the winner fortunate to be in a train during his second stint getting DRS every lap or perhaps getting a few lucky backmarker DRS?
Did the winner have "Ideal Setup" either purchased or from a daily reward? If so he may have been the only car on a wet setup which would give him an advantage.
I see that the winner was on a different strategy to the cars that finished P2 and P3, maybe this was a better strategy.
