Bug Youth academy level and transfers

I'm level 9 and there's a friend above me with a level 10, but it's a small thing. The point is that my Youth Academy Level is 9, fully developed according to my level, and the most driver talents that appear for me is 14 (and more than one round of upgrades). My friend's academy with the same level has several level 19 pilots, and a friend with a level 7 pilot academy has already gotten a pilot with lvl. 17 talent, which is inexplicable, apparently the game is favoring some players.

Additional comments:
I say the same about the transfer market and the offer packages that appear when you reach certain levels (like 5 and 10). I'd appreciate some feedback.

I think you’re plain unlucky in your academy. If you go back every 48 hrs, you should also be able to find higher talent ones, it’s just a matter of time.

That beeing said, I think you could find a higher talent one in transfer market as well, that’s also a wait and see game but at 1 token a lot cheaper. 

I don’t know about the youth academy, as I got 2x T7, 1x T9 and 1x T10 within.. 4, maybe 5 cycles (of 2 days each). Seems random but I could be wrong.
Fully agreed on the transfer market though, makes no sense to me whatsoever.
Sometimes you see your driver, sometimes you don’t, prices seem random or a martian mystery, very strange…
