As far as the interface seems to show, we can only set up to 4 pit stops, yet in the last few races I see drivers in my league having 5.
How does that happen and why would one want to do that?

The game will repeat the final planned stint by default. And it can be adjusted on the fly during the race.
You would do this if you believed it was the fastest way to the finish. (Or some managers just find it fun to do things differently)
It’s particularly effective at tracks with a very short pit time, a larger delta between tyre compounds or when temperatures are so low that harder compounds struggle to stay out of the blue.

One final question, does it repeat it only once? Could I hypothetically run only SSes and have 7-8 pit stops?

Yes the final planned stint will repeat until the race is completed.
