Is there something in design that has a slowing effect on the car?
Race after race I'm being told we have the best car, but I'm also the slowest car in every race lol
It likely just my bizarre and weird tyre tests, but I'm throwing it out there just to be sure..

If I had to take a guess, I think it's based on what your highest upgrade value is. Therefore, if you had one category that was at 100 and every other category was at 1, you'd still have the "best" car because your highest stat is 100.

It's probably your tyre testing getting in the way. Give a conventional strategy a shot and see what happens.

It's based overall / total design points. If you have them assigned less than optimally the car will be slower.

It brings up a really interesting point, though. I'm still not entirely certain what the metric is that determines that, though. After spying was introduced, I went from Mercedes dominance to barely scraping together points after just three races. Apparently my rivals are getting upwards of 16 bonus points per race even though they're getting just about the same number of points from their facility as I am normally.

It's because your points are not assigned in the areas optimal for performance / results at this time.
The example I keep giving to illustrate this is imagine if yo use all your points on fuel economy and none on downforce. What's that? A Toyota Prius, essentially. Now compare that with say a Red Bull F1 car that is known for being very good at producing downforce, and let's say it has sacrificed fuel economy for that. Well, it's still going to slaughter the Prius in a race.
That said, we are working on improving the balance of attributes so that people aren't penalised for choosing, say, fuel economy over downforce. We have a 3x increase on the impact of fuel economy coming soon, and we will also look at scaling back the impact of attributes like downforce slightly. I can assure you though that it is based on the total number of design points, and the "best team" has the most total design points. If that team is not performing well, they are likely assigning the points in a way that is hindering their performance, rather than actually being at a disadvantage. They have the same opportunity as the other teams to perform well.

OK here is what I have
I have never had any of the highlighted things past 40 before and I was a flying machine that is part of the reason why I was asking if something has a slowing affect.
Tyre saving maybe causes you to drive slow?
