Yes. The advanced strategy only operates if you turn it on, and if you are not live in the race yourself. As soon as you join if disabled, so the planned future stints would show as per your originally set strategy.
If you set wets to join in the main strategy but left advanced strategy as fit inters above 0.0mm, the advanced strategy will take priority for qualifying.
So there are two solutions really, either make sure advanced strategy is set up to allow you to start with what tyre you want in this situation (mainly, make sure you have wets selected in the first part), or make sure it is completely disabled.
Another option if it's raining shortly before lock down is to set main strategy, stint 1 as inters then set AS to fit Wets if water level is above 3 mm.
The downside of setting either Inters or Wets as the first stint in your main strategy is, if it stops raining and the track dries before lights out, you will not have the option to change to dry tyres on the grid.
So, before using this option you'd better be pretty certain that the forecast is for rain to remain until the race starts.
