Good evening,

There are 14 of us in Elite and 1 in Pro... How can I get the manager from pro to Elite?

The L18 team that was in Pro has since moved to a different league. But if he wants to get promoted to Elite (and at level 18 he would struggle in your Elite tier against level 28 - 30 competition) he needs to find a league with enough teams in Pro to trigger promotion.
