Explain the Setup vs Design

Hi there, can we get an explanation on the slider for Design vs Setup for the 'Sprint Car'. Seems that anywhere into design just slows down the car, to the point I was 20secs off the pace. It makes absolutely no sense and there is no documentation anywhere explaining what this even does and is not down the point to keep things competitive, after running several sprint races, it only shows that any degree to slide towards design just slows down the car.
