Since, leveling up takes quite a bit of a time. Wouldn't it be good to have a pack that makes you be lvl 25 instantly? Could also make the HQ lvl 20 or 25. And maybe 10m and 5 tokens too. This could help the new players skip all that waiting to get up to a useable level, while still having them need to learn about the game.

While I support the idea of a level up pack. I don't think it should be as high as L25... L10 as a starting point seems more reasonable. Gives them time to acquire experience and game craft before getting into elite.

This will also lighten the load on Sprint Race lobbies as well as give players the option of grinding to L10 (a useless endeavor for most) or simply get the level up pack.

That seems very good too. Could maybe also do it that HQ is minimum lvl 5? And around 15m and 5-10 tokens included with the pack? Or just lvl 10 HQ along with lvl 10 account. The new players will still have to get drivers and staff from the market. Though, I'm not sure on how they should price it. And yeah, level up pack will really help with the Sprint Race bloat.

Below Level 10 are no longer competing in league races. The road map for the game is to try to attract a lot of new players and for this reason IMO the grind to L10 is a good thing. It should mean that only the more dedicated newbies hit the leagues and should dramatically reduce the number of people that enter a league, maybe race once then uninstall the game.

Personally I agree with the OP, make the pack available when you get to level 10 so that you have the opportunity to compete with others when you begin racing in leagues. I do agree L25 is maybe a bit extreme, but providing it only boosts manager level it's probably not a bad idea. With the current mechanics around HQ upgrades and driver/pit crew training it will still take managers a considerable time (or deep pockets) to get their facilities and drivers up to the same level.

Of course, any pack that delivers L20 or above also opens up custom engines. A lot of new stuff for a relatively inexperienced player to get their head around.
