This has only effected 1 of my accounts and it’s on one of the newest devices I’ve had

A couple of things to rule out here before this could be a bug.
We were experimenting with a new cloud server system today and identified it was showing the wrong weather so took it out of circulation. This could be the cause, if your laps were run on those servers in that time. We deleted all practice laps run on those servers so people could re-run them. Did your laps also get deleted? If so, that's what it was.
Otherwise, we have a real-time weather system and it can change, but you seem aware of that.
If you bought an ideal setup, it changes to adapt to the real-time weather.

This does not sound like a bug to me.
The driver provides feedback based on your last practice lap. So if it is heavy rain during your final practice lap, and it changes to light rain before the final lock. Your driver will provide feedback stating that the setup used in your last lap was no good.
To check if perfect setup is working, you should check if the setup you currently have, matches that of your last practice lap. if its different, your perfect setup is working fine.

I did not use any ideal setups I always do it manually and always within the final hour it always changes during the wet weather just before the strategy lock and I don’t know what I can even do there and the weather conditions never changed during it on either of the 2 times it happened

Right I understand.
So different weather conditions require different setups.
There are different setups for
Dry
Light Rain (Cloud with 1 rain drop)
Rain (Cloud with 3 rain drops)
Heavy Rain (Cloud with a thunderbolt)
If there's a threat of rain, I tend to buy perfect setup as it's simply easier and protects me from having a slow car. Or I can be online in the final minutes before a race.
