Apart from scouting new talent, should I upgrade my offices? Because its a large investment for something I don't really need, because I can get everyone from marketplace. Its only level 3, and its not quite affecting my team performance

It might not be affecting your performance right now at Manager Level 10, but when you get to higher levels you'll find very few decent CDs in the market. A poor CD can ruin your start of season design and cause you problems with development during the season.

So, it can probably be ignored early in your iGP career, but it makes sense to develop it a bit later on.

Start upgrading it when you get around level 20. Getting staff from there costs a lot of tokens and you’ll find decent staff in the marketplace.
