Whenever I check the weather app (in-game) and it says its gonna rain it doesn't, and sometimes it does but how to know if its going to rain during the race?

Check the radar on the openweather website.

It’s important to check the weather just before qualifying because the setup for qualifying will remain the best setup for the entire race, even if the weather conditions change.

The in-game forecast just tells you if it’s going to rain during the day (independently from the time your race starts).
Sometimes it’s just a lottery because the clouds might be slightly above the city where the race takes place and then the wind changes and 2 seconds later it stops raining and then suddenly starts again.
But if you do the setup just before the qualifying session you can be almost 100% sure to have the best setup. But strategy still remains pretty much a lottery if you don’t follow the race.
