New Idea for league play

My idea is to create competitive leagues top to bottom where anybody should have a chance to win.  Igp create leagues bases on voluntary participation (that way of you want to stay in your league you can). Once entered you are put in a league with very similar numerical competitors say 10-12, 12-14 and up. Have real competition and move up in leagues while advancing in your own personal level. Rules for entering would be a simple metric of current game participation so leagues would only be filled with active players. This way the people who really enjoy the game can find out who the best manager is against real competition with active managers.  Please add any thoughts as my goal is to keep interest up in the game while giving people a chance to really compete
