Did my driver and TD just quit?
My backup driver took over and my TD went from Legendary 5* to a 1* newb.
Can teams quit?

Which account? The account you're posting from, doesn't at first glance, look like there are any issues with Driver or TD.

The short answer to your question is...
Yes, if you fail to renew contracts then drivers and staff will leave. If you have no reserves, then the game will automatically assign low level replacements.
