Headquarters bug?

I have a question. As per the image, I can only select 5 pilots from my academy, while everyone, including my friends I've talked to, has 10. It's always been like this. Why???

I'm level 30 and Youth Academy is maxed out, and there are only the 5 drivers to choose from for me. 

The page in question only showed me 10 drivers once. Never again since. 🤖

I've sometimes seen 10 drivers. Sometimes they're left there from a previous cycle. Must be a bug or something. But the standard is 5

My friends whom I asked tell me that they have always had 10

Not sure what to tell you. I have 4 accounts at level 30. And been like that for a long time. And the standard at the youth academy is always 5.
