This is intentional, anyone can boost any league. It's a community-wide system. The intention is that collectively the fee can be diluted to almost nothing or gifted by those who are able to give.

EDIT: I misread the post jumping around the forum too quickly, my bad. Fixing it now.

A league with password cant receive boost from a manager in other league. When the pass in, all break
