Is there a way to tell if the promotion option is turned on for the league?
Since the update I cant find a way to find out.

There are no more relegations and promotions, as there will be no more tiers within leagues. Once the current season ends your league will be split into two leagues as your league has more than 32 players (1 car).

None I'm aware of, sorry. All Elite accounts stay in the original and (surplus?) Pro accounts form the copy league.
