I am finishing up my first season in a one car league and plan on starting a new league that runs at a more convienent time for myself and friends and I am a paying member. If I setup the league to use two cars does this eliminate rookies and non-paying members from being able to participate? Do you have to hire a second driver in leagues with 2 cars?

Rookies and non paying members will be able to join the league. Free-to-play users are not able to create two car leagues, but they can join them.
You don't have to hire a second driver, but it's a good idea, because you can earn double the prize money.

I also have a Question is it possible to change the League from a 1 Car to a 2 Car League? Because at the moment it looks like that i have to create a new one which is very disappointing!

Due to the complexity of such a change and the expectation of managers within it, you will need to create a new league.
Imagine the reverse for example, if a two car league changed to a one car league, everyone would have to lose a driver or leave it. So it's best not to unsettle things like this too often and keep them in separate leagues.
