League Option: No Boost/DRS

Add a league option to be able to disable boost/DRS. In offline racing, the way the AI use boost is terrible compared to before the update + the pack racing with the cars way too close together thanks to wheel to wheel just makes everything much more of a lottery. To mitigate this and try and allow for some field spread, it would be good to have an option to disable boost and DRS.

They use it so badly that it is no fun. Given wheel-to-wheel seems to have just removed dirty air as a concept in game, it's like watching oval pack racing. To be able to get rid of it what drastically improve offline racing.
