i have just been relegated down to pro today from elite and had 1 day left on upgrading my design facility to level 13 but cos now in pro it wont go past having 1 day left ..... my other facilitys are at level 10 which means i could upgrade them up to level 12 while in pro however as i still stuck in the process of upgrading my design facility i can no longer upgrade anything else which means unless i get back into elite i cant upgrade a single thing and this could take several seasons to happen ... i need help as this seems to have not been thought of if a upgrade had started then you should be able to finish it.

That's an interesting situation...
I was thinking about this and don't see why HQ can't be uncapped at all levels now that we have the design balancing in place with Research.
We will need to find a way to add a little more consistency across what is capped and what isn't in the long run, to make things easy to understand. But how do others feel about the idea of HQ being capped to the manager level and not the tier?

Personally I would prefer the HQ to be capped at manager level, what it is at the moment. I know I had two torrid seasons in elite at level 8 so back then a tier cap would have helped massively (admittedly depending on what the cap was), but I think to cap at a tier level would be unfair on the longer playing managers. And once everyone in the division reaches the cap, you see races are determined on driver ability (of which I still have no idea how it works) and design points. For sure it is frustrating to be passed by a car with KERS/DRS 3 levels higher than yours but I imagine it is more frustrating to have KERS/DRS facility at 3 levels higher than your opponents but performing at the same level.
As well, say for example pro is capped at level 12, and I get relegated from elite having competed with level 14 drivers. Now I will be paying wages of a level 14 driver, who, due to the tier cap, is no better than a level 12 driver. This would be a waste of money.

I am with that - capped to the manager level. It shouldnt have a significant impact as i would reasonably expect strong teams that are relegated to be promoted fairly quickly again anyway.
I wouldn't expect a football team relegated from the Premier League to instantly have their skill and ability 'capped' to the level of the league below. That said, would the sponsorship packages be the same? As i guess it would be a lot easier to meet your objectives if you have been relegated (which might be quite lucrative?).

i would prefer a limit with the manager level only, i dont see any advantage of capping the HQ to the tier.

Except for Kers/Drs capping to the player level would be ok. But when a player is relegated say at level 15 with level 15 Kers/Drs that player would have an unfair advantage over players in Pro with level 10 and under Kers/Drs.
The research/balancing would take care of advantages in design of the cars so Design Headquarters could probably be capped to the player. That relegated player would just draw the field up to a higher level by a little. Although having 15 design points vs 10 and lower he might be able to have an unfair advantage in placing points in the critical design areas as well.

This will be resolved now with the new update, as we've made it possible for teams to upgrade HQ past the tier level cap, if their personal level permits. The tier level cap now enforces ballast, rather than being a hard limit. :)
