Is the account legitimate or n

In my championship, there is an account that is level 11 and goes as fast as us who are level 38+ (active). Since it is level 11, it cannot have structures higher than level 11, so the DRS and ERS are less efficient, and the design points earned are 1/3 of what we earn. The drivers and staff have an average talent rating of 98.2% and are advanced in age, close to retirement, but have low salaries (290k $), as if they were inexperienced young people at the beginning of their careers. A level 11 has better research, they can close a research gap pretty fast that way. And a level 11 can be more competitive then pre-wheel 2 wheel

Seeing your league, it looks like not a lot of people is doing their setups, that leaves a lot of chances for people to score high points. Furthermore, this game is not that complex when you understand the elemental perks of R&D, so it isn't illogical at all.
