TD ability not working

Hi, i'm struggling to understand how the ability of my TD works. I have 2, one with the fuel ability and one with the design ability ("progettazione" in italian). For the fuel ability, it's pretty clear it works, since in free practice i see 2 decimal numbers. But the other one doesnt seem to work. The online guide says it should give me 3 extra points per race (legendary ability), but i still only get the 31 i get from the design facility. What is the issue?

The TD adds design points to a certain attribute, just like a supplier does. It should show up in cars page, research tab for instance, at the bottom: bonuses. That’s where your TD points will appear

I see the bonuses, but it doesnt say what the TD adds. Also, how is the increased attribute picked? At random?

Hola, use the translation botton, funciona como un proveedor no te dará 3 puntos extra en la investigación por carrera, solamente te darán 3 puntos en caso de ser legendario como un proveedor más
