Design point diminishing while building is upgrading

Get design points from building.

With each race the design points diminish because I can’t repair the building as it is being upgraded.

Exactly. They want to repair that building only. 


If I remember correctly after the december update you implemented that buildings under construction wouldn’t get “atrophy” at all. Was this changed intentionally?
