Design Points issue

Hello, 
Looks like I am having a design points issue. I am level 39 and my Design is at level 32 building to 33. the past few days ever since I started construction, I have only been getting 30 DP. Shouldn't I be getting 32 DP? I am pretty sure I was getting 32 before construction. Can you please assist? Is this a bug? Can I get my missing DP?

I got some screenshots after the break. I am lvl 33, should be producing 33 dp but I am only getting 30. If you give me a place to put them I can. I do not have a place to share them and It doesnt seem like I can attach them here or upload them. Send me a message or post with a place I can put them if you are interested in seeing them.
