Hiring new staff - morale

If my "Offices and hospitality" headquarters are for example at level 14, and I hire a new staff member, lets say that has 14 (1/2, yellow) but that has Morale at 8... when I hire him/her, would become morale 14? and then, the level would raise (maybe to 14 full yellow or even 15 red)?

It'll go to 14, and stars can go to red possibly, but that chance is not big, but starrating can go up a star or something.
