Can an existing chassis manufacturer stop being a manufacturer and revert to being a customer of someone else. I ask because it is taking forever to develop my chassis whilst I could get a much better one from another supplier.

There's the Freeze Supply button in the additional Options menu (... Button top left) on the Chassis page which was added for exactly this reason. But a warning, unlike what freeze might suggest it was reported (never used myself) it undoes any progress and to unfreeze cost the same as starting the chassis the first time.
