The idea is simple: administrators should be able to control which managers, who don't use strategy, don't compete or even start. Since the recent updates, those who don't configure their strategy but do fix their car tend to take off from the start, sometimes even 5 or 15 laps before the end, disrupting the race from the beginning. The problem is, you never know if they have enough fuel or if they've configured their strategy, especially in leagues without refueling. This is when those who don't configure their strategy get 20 or 30 liters less than ideal. The button could appear as a league feature.

I agree. Overfuel the standard strategy, so that those who do not set their cars up are slow from the beginning, and cannot disrupt the game for those who take it seriously, If the standard setup is to underfuel, these cars are quick in the beginning, disrupting the game for the strong and serious players, just to run out of fuel a few laps before the end. But by then the damage to the race is done, with many of the strong players having depleted much of their battery in order to keep up with these "fast", but underfueled cars, putting them at a disadvantage towards the end of the race.


So PLEASE: OVERFUEL the standard strategy.

In that case, wouldn't it be better if they had the minimum amount of fuel possible (just enough for 2–5 laps)? It wouldn't get in the way of active drivers anymore, and the situation would be resolved even before the pit stops.

I agree with both Klaus Psotta and Marussia Ferrari.

The good thing with suggestion from Klaus is that they will always be heavy and stay behind, in that way they will always complete the race but stay back

The good think with suggestion from Marussia is that they retire after 2-3 laps and. They can get a decent lead but it will turn the other way fast. 
It's been some races I did wanna use engine or parts on, in those cases I set my fuel to 1 or 2 litres and has being working perfectly. 

My vote:
Give them 2litre and wet tire as standard
